Ok, let's go there. Improved offer? Yes, it sounds like bureaucratic word, but in reality it is much more juicy than it seems. Basically, in the world of public tenders, the "improved offer" is that proposal that, after giving it a thousand laps and squeezing until the last drop, the organism that summons the contest thinks: "Hey, this is the one that rents the most, not only in pasta, but also in quality, innovation, sustainability and a thousand more stories."

It's not just about seeing who throws the lowest price, eye. What counts is the combo: quality, fresh ideas, meet deadlines, be green ... come on, everything that adds points. It is the roll of "I get the best for my money", but applied to the public sector, where, it is supposed to be finer to avoid scams and ensure that everyone has the same chance to win.

To decide which is the improved offer, they do not start looking only at the price, much less. There is one thing they call "evaluation of the best value for money" (boring name, I know), which is basically a checklist of everything that matters apart from money. There they enter from the quality of what you offer, until you are a crack managing projects, going through your history, if you are “eco-friendly”, innovative ... whatever they ask.

Total, that winning is not simply throwing prices for the soils. You have to work a proposal that really stands out. If you are going to compete, forget about being the cheapest to dry, because that no longer strains. You also have to show off technical and creative.

And be careful, this improved offer is not decided only when delivering the envelope. Nothing "what is done is." Many times the administration can ask you to clarify things, change details or better your proposal on the march. So you have to be agile and ready to pivot if necessary.

Do you want to have real options? And, of course, having everything well mounted, because competition does not usually give truce.

It is not enough to be cheap, you have to be good, innovative, compliment ... and be ready to improve your proposal if they ask you. Easy? Not at all. Impossible? Neither. You just have to curb (and read the small print, always).
