That is, that all companies have the same opportunity to fight for the contract, and that there are no rare favorites behind.

And be careful, because if that file is not approved as it touches, you can get into a legal mess of the good. In most countries, you have to have someone's approval with real power so that the process is valid. If not, then the resources, the courts and the drama come.

Of course, each country has its rules. It is not the same in Mexico as in Spain or in Argentina. So, if you are going to get into the eggplant of a public tender, local law is better studying well. It is not going to be that you were because it is not clear who has the last word.

In summary, without the boss of the contracting body saying "come on," there is no file. And without file, there is no tender. The companies that want to play, better that they know who approves what, when and how. Because here, he who does not know the rules, does not even enter the party.
