What is the previous publication of a contract?

Contract Execution

Well, look, the roll of the "prior publication of a contract" - that is, that announcement that they release before officially getting a tender - is basically the first notice for companies to put the batteries. It's like when they announce the departure of a festival and give you chance to save for the ticket. Anyway, this stage is key because, if not, it imagines chaos: companies without an idea of what the thing is going, competing blindly, and then complaining about favoritism. Bad matter.

In the European Union, and in many other countries that take it seriously, it is completely mandatory. It is in the famous 2014/24/EU directive and in many other rules. Basically, it is not optional. Because? Because if they do not publish anything, no one but the "compadres" find out about opportunities. When notifying with time, all companies can see what the contract is about, make accounts and see if they are interested or if they better or get.

Normally, that announcement includes things such as: what the contract is about, the requirements to participate, how much budget there are (or more or less), how long they have to deliver everything, how they will pay them, and a couple more details. That is, it is not only a "sought supplier", but all the basic info for no one to waste time.

It also serves to make the process clean and competitive. No tricks under the table. When publishing the data, they give all the companies the same opportunity to prepare, so there are no excuses of "they knew before" or "I did not warn me." Thus it is supposed to win the best offer, not the one with the best contact in the administration.

Total, this step is essential for the bidding process not to be a disaster and so that companies can put the batteries on time. If your company wants to get into this public tenders, you have to be super pending these ads and read them from top to bottom (sometimes they are a brick, but well ...). And if you do not understand something, do not even think of improvising: it is best to look for someone who knows with contracts or tenders so that you do not end up in a mess or losing the opportunity for not reading the "small print."
