What is the minor contract?

Ok, let's take a more natural (and less manual) turn to the text:

The minor contract, that old acquaintance of the public administration in Spain, is basically the express form of the municipalities, the autonomous communities or the State to catch works, services or supplies that do not cost a money. No rolls of infinite paperwork or eternal tenders: here, if you do not pass the 40,000 euros in works (or 15,000 in services and supplies, eye, without counting the VAT), they can be awarded almost in the blink of an eye.

All this is regulated by the Public Sector Contract Law, the famous LCSP, which puts the rules of the game so that they do not leave the pot with the contracts. And yes, just because it is so fast and direct, the minor contract has given. There are those who say that it is the back door to chop contracts and skip control of public tender. Therefore, the law puts hand and makes it clear that you cannot start starting crazy contracts just to put them as minors. Come on, it doesn't strain.

Of course, not everything is Jauja. If you are a company and the idea of catching one of these contracts is cool, you have to meet requirements. To begin with, you have to be targeted in the role (the happy official record of bids and classified companies of the State) or the registration of your autonomous community. In addition, you have to demonstrate that you can really do the work and you have solvency, that nobody gives anything here.

And although it seems that this is a speed race, they do not forget the principles of advertising, equality, transparency, and all that paraphernalia so that no one takes the contract on the face. The administration has to ensure that all the companies that meet can appear and that the process is clean.

Anyway, the minor contract is like the wild card for companies that want to enter public procurement without dying in the attempt. It is fast, yes, but you have to know the rules and comply with them. And, as much as it is direct, it is still monitored so that the competition is fair and does not lite scams. Or at least, that's what the law says.
