Look, the execution plan in a public tender is not just a beautiful role full of promises. It is basically the proof that a company knows what it does and that it will not stay halfway. If you don't have this, forget about winning contracts with the government.

First the first: you have to make clear what you are going to do. No rodeos. Put exactly what work will be done, the objectives and what is expected to be obtained at the end. Think about this as the instruction manual of an Ikea furniture, but without the pieces of plenty. If the description does not fit what the tender asks for, you already embarked on it.

Then the schedule. Here it is not just about random dates. Each activity is needed, when it begins, when it ends, the key points (the famous “milestones”) and what deliveries it is to do. And, of course, don't be naive: leave a margin for the typical last minute problems because something always happens.

Then the dreaded budget. This is not to improvise. You have to put how much everything will cost: labor, materials, transport, to coffee for the equipment if necessary. If you fall short or inflas the numbers, it is most likely to send you to fly. Precision above all.

Do not forget the risk analysis. Yes, you have to admit that things can go wrong. Identify what problems could appear and how you plan to solve them. Did you miss material? The supplier went on vacation? A meteorite? Well, maybe not so much, but the idea is understood.

Finally, he presumes a bit: tells what you have done before and who is on your team. If you have similar projects in your history, this is the time to bring them out. And if your team is good, say without fear.

At the end of the day, the execution plan is what separates those who only talk beautifully from those who can really do the job. If you take it seriously and arms it well, you can go from being "one more" to being the one that takes the contract. So simple.
