How to correct an offer presented outside?
On the issue of public tenders and the entire roll of hiring with the administration, the issue of deadlines is basically sacred. People ask a thousand times: "What if I deliver the offer late, can I fix it later?" Spoiler: No, you can't. Bad luck.
And look, the law is very clear: the famous law 9/2017 of public sector contracts in Spain, which is not precisely light, makes it more than clear. If you don't arrive on time, your offer or look at it. It doesn't matter if a minute was missing or if the printer betrayed you in the last second. The deadline is there and period.
And why so much rigidity? Because if they begin to accept offers out -of -term, everything goes to the garete. Imagine the riot: favoritism, traps, companies that wait to see the offers of others before delivering their ... would be a party, but of the bad ones.
Now, not to put the leg, the most basic is to soak up the rules and deadlines. That is not about "I didn't realize" or "I thought it was tomorrow." If you take it seriously, you have to have a plan: check everything before sending, leave margin for the typical unforeseen (who always pass, by the way), and do not leave it for the last minute.
If for some reason misfortune visits you and you don't arrive on time, all you have left is to call the entity and notify. They will not let you upload the offer, but at least you are a serious person and they may not close the door for the next one.
In summary: Delivering off the term is the number one error. It has no arrangement and can cost you expensive. So, better prevent than regret, and beware of the deadlines, that there are no second opportunities here.
