This tender, published on November 17, 2025 and last updated on November 17, 2025, aims to In compliance with the principles of necessity, suitability and efficiency set out in Article 28 of the LCSP, the nature and extent of the needs that are intended to be covered by the conclusion of this contract are within the scope of the functions and powers assigned to this Steering Centre, with the precise determination of the purpose and content of the contract in the documentation of the dossier The silica powder is a substance that is present in materials of as common use as sand, concrete and in many rocks and minerals of the Earth's crust, such as granite, marble, slate, sandstone and quarcite. It is commonly generated in industrial activities such as construction, quarry, glass or ceramic manufacturing and mining. When these materials are cut, milled or perforated, fine crystalline silica particles are released into the air. Prolonged inhalation of silica powder can cause silicosis, severe and irreversible lung disease, chronic obstructive pulmonary disease (COPD), and since 2009 it has been classified as carcinogen. In Spain, this classification was legally incorporated by Royal Decree 1154 / 2020, which amended Royal Decree 665 / 1997 of 12 May 1997, which lays down minimum provisions for the protection of workers from the risks associated with exposure to cancer agents, at work, to include work with exposure to crystalline silica respirable dust generated in work processes. This introduction provides for new working conditions to be met by all companies in which silica dust is present, which in many of them implies significant changes in their production process. In addition, in 2024 the Ministry of Health presented the report "the remergence of silicosis in Spain," which concluded that since 2007 Spain has been experiencing a serious remergence of silicosis that affects young workers with short exposure periods. In this context, the Labour Safety and Health Area of the Territorial Labour Office has considered this day to advise companies that have to face this new preventive challenge, where there will be the collaboration of the National Institute of Silicosis, the National Institute of Safety and Health at Work, the Mutua Asepeyo., and a judge of the Supreme Court..
