Look, in the world of public tenders, not fulfilling the deadlines is like sticking a shot in the foot. That is, if you are late with a resource, you basically stay out of play, regardless of how good your argument is or how unfair the whole matter seems. The rules are hard, there is no room for drama or for excuses.

In Spain, Law 9/2017 leaves it very clear: you have fifteen business days to put the special recourse on hiring. Not one more day. If you pass, even for a silly mistake, the court or who touchs will be knocked on you for "extemporaneous" and they will not bother looking at it. And yes, it hurts, because you could be losing the only opportunity to fight a decision that seems like a joke.

Therefore, companies that want to play seriously in tenders have to be at the parrot with the deadlines. Nothing to improvise. The ideal is to have someone who knows the subject, systems to control dates and, if necessary, training for the team. That is, nobody says "it happened to me" because there is no turning back.

So, in summary: if you present the late resource, give yourself on the outside. And all for a poorly managed calendar. It is not worth risking and losing a golden opportunity with the public sector for a nonsense. Put the batteries with the deadlines, seriously.
