First, public entities have to warn, yes or yes, that there is a contest, and it is not enough to paste the poster at the door. Well, with a decent time, not the day before, so that companies can prepare their proposal and do not know when it's too late. The announcement has to explain well what the matter is going: the project, how the winner, deadlines, where the offer is sent ... all that is going to be chosen.

But he doesn't stay there. They also have to hang (well, publish, but you already understand me) the tender papers: specifications, conditions, clauses ... what it touches. And it is not worth charging for looking at these documents, they have to be free and easy to catch, because if not, what is the use of so much transparency?

Then comes the part of evaluating the offers. Eye, here you have to be crystalline. No decisions in the shadow or rare favoritisms. They have to explain well why they chose to this or that company, and tell all who participated. Sometimes he even plays to publish the final contract and the reports of how the selection was, so that everything is clear and no one can say that there was Tongo.

And, surprise: the thing does not end when they already gave the contract. During all the time that the project lasts, they may have to continue publishing reports, invoices, advances ... so that the thread is not lost and everyone sees how the thing is going.

Ah, and not only public entities have duties. The companies that are presented also have to be careful: nothing to hide conflicts of interest, have to give correct data, and follow the rules of advertising and promotion that the contract says. If not, then the messes come.

Anyway, that all this roll of advertising in tenders is not by whim: it is for the process to be fair and nobody targets where it should not. So, if you want to enter this world, you better learn these rules well and do not jump, because here the one who does not run, flies.
