Transparency can stay along the way and you have to sweat a little so that the process is just for everyone. And be careful, negotiating takes time, it's not like sending an email and voila.

For companies that want to catch a public contract, understanding this system is key. It is not worth improvising: you have to know how to negotiate, have the papers in order and know the law in the heart, because if you cannot liar at any time.
