Talk to a public procurement expert Shall we talk?

What is the purpose of public procurement?

Basic Concepts

Let's see, public procurement, in a nutshell, is the east roll that governments buy things (goods, services, whatever) without throwing money through the window. And, of course, that the whole matter is fair and transparent, because nobody wants that someone's cousin takes the contract only for plug. The joke is to get the best for the lowest possible expense, but without traps or favoritism. That is, there is real competition among those who want to sell to the State and not become a friendly party.

Each country has its own rules, sometimes a bit surreal, but in general, everyone clicks on not discriminating, that there are no scams and that things are proportional (fair, neither more nor less). All this, supposedly, so that public money does not rise and end corruption that, let's be honest, always round around as a ghost at the party.

Ah, and eye, that public procurement is not only going to buy cheap. Lately they have loaded the backpack to save the planet and fix social problems. You know, put green or equality clauses, so that it not only wins the cheapest, but also the one that has an ecological roll or that promotes inclusion. Thus, in passing, governments look good in the photos.

Another thing: public hiring can be a brutal lever for innovation. If the State is committed to new things, it can stir the market and give life to companies that, otherwise, or dream of taking off. SMEs, for example, tend to scratch some contract and with that they already gain credibility and ticket to continue growing. Come on, not everything is for the great multinationals.

Of course, if a company wants to get into this world, it is better to soak up how the cotarro works. You have to know the rules in the heart because the specifications and the requirements can dizzy anyone. And if you lose, you better look for a lawyer or a consultant who knows the subject, because the mistakes here are expensive.

In summary, public hiring is the move for everyone's money to be used well, without rare trouble, and also serves to push innovation, development and even the environment. For companies, it can be a brutal trampoline, but only if they are clear about what the game is going and they do not get lost in paperwork.
